Policy to Practice: Compliance That Survives a Survey

Clearline is led by a doctorally prepared nurse with a long career in hospital quality, risk management, correctional health, board-of-nursing consultation, and nursing leadership. Clearline writes, reviews, and, where needed, rewrites policies, procedures, and accreditation documents for hospitals, clinics, and correctional health facilities, and provides legal nurse consulting to attorneys on wrongful death, malpractice, and correctional health cases.

Who you're working with

Dr. Paulette Y. Jones, DNP-L, RN

Throughout her nursing career, Dr. Jones has worked in quality and risk management for large hospital systems, leading incident reporting, root cause analysis, and survey readiness under DNV, CMS, and The Joint Commission standards. She has managed clinical units, written and rebuilt the policies and procedures that staff rely on, and guided departments through accreditation reviews.

As a legal nurse consultant, she reviews wrongful death, malpractice, and correctional health cases for attorneys, helping them determine whether a case has merit before they take it on. She previously served as a nurse practice consultant for the Arizona State Board of Nursing.

Dr. Jones is a university professor of nursing. She teaches nursing practice courses on licensure, the Nurse Practice Act, and its implementing rules, and develops curriculum. She holds active registered nurse licenses in Arizona, California, and New York.

Clearline Health Compliance & Legal Nurse Consulting is based in Phoenix, Arizona, and works with clients nationwide.

Supporting Boards of Nursing in Protecting the Public

Statutory timelines such as Arizona's HB 2408 require boards to bring every complaint to a decision within a defined period. When a case cannot be completed in time, it is closed without a finding, and a nurse who should not be practicing may continue to practice. Clearline provides experienced nurse-consultant capacity, on contract, so that every complaint is investigated, decided on the merits, and decided on time.

180days for the Board to submit, dismiss, or document each investigation under HB 2408. We help the Board meet it, so that no unsafe nurse slips through for want of time.

What We Provide

We work each case the way a Board's own investigators would, in consultation with the Assistant Attorneys General assigned to the Board and the Board's legal staff.

  • Full investigation of assigned complaints: interviews, facility records, pharmacy audits, and video review.
  • Written investigative report with findings and standard-of-care analysis.
  • Consent agreements drafted for Board review.
  • Resolution by agreement: clear, respectful communication with respondents and their counsel, so that cases that can close by consent agreement or voluntary surrender do, sparing the Board and the Attorney General's office the cost of a hearing.
  • Harm-based triage of pending complaints so that the highest-risk cases move first.
  • Attendance at every Board meeting to present cases and answer members' questions.
  • Expert nursing review and testimony for disciplinary proceedings.

How We Engage

Priced by proposal, whether per case, per block of cases, or as a monthly standing agreement. Each proposal sets out monthly case capacity, a committed minimum of completed cases per Board meeting, and monthly reporting on cases opened, completed, and presented.

  • Nurse practice consultant experience with the Arizona State Board of Nursing.
  • Registered Arizona supplier, Procurement Portal ID IV0000111000.

A completed case brought to the Board means any matter ready for Board action: a consent agreement accepted by the respondent, entry into an alternative-to-discipline program, a voluntary surrender of license, or a completed investigative report presented for disposition. This summary of HB 2408 (Laws 2026, Chapter 251) is provided for general information; the enrolled bill and the Arizona Revised Statutes control. We are not a law firm and do not provide legal advice or legal representation.

If your facility has been given a deadline by CMS, DNV, The Joint Commission, NCCHC, or your state licensing agency, Clearline comes to your building and works directly with your director of nursing and your quality department to correct the cited deficiencies.

For 90 days, our quality and risk management nurses are in your facility around the clock, in shifts. We rewrite your policies and procedures to meet your accrediting body's standards, help your team put them into practice, assist with educating your staff, and support your leadership team through the engagement. When we leave, your director of nursing and quality department are positioned to run the program on their own.

Days 1–30

Assess

We review every citation from your accrediting body, assess the underlying problems, review your current policies and SOPs, and audit each department against the applicable standards.

Days 31–60

Rebuild

We rewrite the policies and procedures that failed, help your team put them into practice, and assist with educating staff on the floor.

Days 61–90

Sustain

We confirm the new policies are being followed, close any remaining gaps, and hand a working program over to your leadership team. We remain available to support your team during the resurvey of your facility.

For the entire 90 days, we audit staff practice against the standards and give you a clear written report of what we find.
